How to Apply Bloom’s Taxonomy in Learning Design

If you work in learning design, chances are you’ve bumped into Bloom’s Taxonomy more times than you can count. It’s one of those frameworks that gets mentioned everywhere, in workshops, strategy decks, course briefs, and more, sometimes without anyone fully unpacking how to use it in day‑to‑day design. But when applied intentionally, Bloom’s Taxonomy can transform learning experiences from “information dumps” into structured learning experiences that actually help people do something differently. 

So, let’s break down how to apply Bloom’s Taxonomy in a practical, design-friendly way.

Start With the End in Mind (Always) 

Before you pick colours, platforms, or content formats, pause and ask: 

What should learners be able to do by the end?

Bloom’s Taxonomy gives you a set of cognitive processes, from remembering facts to creating new ideas. The beauty of this ladder is that it helps you shape outcomes that are realistic, measurable, and aligned with what learners actually need. 

The levels are: 

Instead of vague objectives like “learn about data protection,” Bloom’s nudges you into clarity: 

Already you’ve gone from “tell them things” to “guide them toward meaningful actions.” 

That shift anchors decisions about content scope, practice, and assessment so learners rehearse the actions they’ll actually use.

Design for the Cognitive Level, Not Around It 

Once you have outcomes, the next step is designing experiences that directly support them. This is where many learning designers accidentally slip into mismatch by aiming for “Analyse” but designing content that only enables “Remember.” 

Here’s how to align your methods and activities with each level: 

Remember — Building Foundational Knowledge

Use this when learners need foundational knowledge. 

Effective approaches: infographics, flashcards, micro‑videos, quizzes. 

Design tip: keep information digestible, just like this section, where the pattern repeats but the content doesn’t. The familiarity supports cognitive ease, and as ever, cognitive overload helps nobody. 

Understand — Helping Learners Grasp Meaning

Help learners grasp meaning, not just words. 

Approaches: scenarios, reflective prompts, simple case studies. 

Design tip: ask learners to explain concepts in their own words. 

Apply — Making Learning Practical and Realistic

This is where learning gets practical. 

Approaches: simulations, branching scenarios, guided tasks, practice exercises. 

Design tip: mimic the real environment as closely as possible. If you’re designing for construction project management, give learners construction project management scenarios and authenticity does the cognitive heavy lifting for you. 

Analyse — Developing Critical Interpretation Skills

Ideal when learners must interpret information, spot patterns, or diagnose issues. 

Approaches: problem‑based activities, comparing examples, breaking processes into parts. 

Design tip: give sample reasoning or ‘worked examples’ otherwise some learners stay stuck at summarising instead of analysing. 

Evaluate — Supporting Judgement and Decision‑Making

This requires judgement and decision-making. 

Approaches: debates, scenario-based dilemmas, peer review, rating exercises. 

Design tip: give learners criteria so they can justify their decisions. Tasks asking learners to interrogate AI outputs can work really well for this level. 

Create — Encouraging Synthesis and Innovation

The highest level and perfect for innovation or synthesis. 

Approaches: designing solutions, drafting plans, building models, producing work samples. 

Design tip: make space for creativity and multiple possible answers. 

Check Alignment All the Way Through 

Your content, activities, assessments, and outcomes should feel like one coherent thread. If your objective sits at “Apply” but your assessment only checks recall, learners won’t actually be able to do what’s required when the training ends. 

A quick alignment checklist: 

If the answer is no, tweak until everything connects cleanly. 

AI, Cognitive Levels, and Designer Judgement 

Recently, I experimented with using AI to help create an AI‑supported task where learners received contrasting interpretations of the same scenario from Piaget and Vygotsky. Learners then watched the two “argue” with each other before critically analysing the outputs.  

It was a rich way to push learners into the Evaluate level, and I think learners will get a kick out of it, but it also revealed how easily AI can misrepresent cognitive complexity: the AI generated instructions for the activity that simply wouldn’t make sense to learners without my careful,  human editing. In the running of the activity, the AI psychologists offered polished‑sounding interactions yet often missed essential context and glossed over theoretical nuance in its interpretations and “argument”. 

This is where Bloom’s becomes a useful compass. AI can imitate Bloom‑style verbs and produce content that looks aligned on the surface, but the thinking work doesn’t match (eg.  “analyse” prompts that only really require recall like “Spot two flaws in this policy excerpt and cite the clause you’d change.”). A designer can judge whether a task genuinely meets its objectives.  

Using AI outputs as material to interrogate works precisely because the model’s limits expose gaps, oversimplifications, or contradictions, thereby giving learners something authentic to evaluate against a rubric and really get into the substance of what is being said rather than just the style. Creating this activity really brought home how much Bloom’s helps me notice what the AI gets wrongespecially around cognitive demand. It’s less about the framework itself and more about the way it sharpens my judgement as a designer.

It’s also worth remembering that not every learning experience needs to aim for “create.” Sometimes learners just need to remember or understand something. And that’s fine. I tend towards having ‘create’ activities toward the end of a topic or module to reduce workload and make the activity more impactful. Your job isn’t to push everyone to the top of the taxonomy every time, it’s to design learning that genuinely helps people do their work or grow in their role. 

Developed in the 1950s to classify educational objectives and support more consistent assessment across American universities, Bloom’s gained fresh traction in design practice after the 2001 revision reframed categories as cognitive processes and added a knowledge dimension, making it far more designer‑friendly than Bloom ever intended. 

Despite not being intended to guide learning design, Bloom’s Taxonomy is a map of possibilities rather than a hierarchy of worth. 

Bringing It All Together

Applying Bloom’s Taxonomy in learning design is about clarifying purpose, guiding decisions, and creating learning that feels intentional and effective. Not ticking theoretical boxes. When used thoughtfully, it helps you shape experiences that honour learners’ time and actually change their capability.
