There is a tendency, particularly in digital learning discussions, to treat the LMS as the primary determinant of learning quality. Platforms are blamed when learning feels shallow, fragmented, or ineffective, and credited when things appear to work. In practice, however, most of what shapes learning outcomes is decided long before an LMS comes into view.
Learning designers make a series of technology‑related decisions that have far greater impact than platform choice itself. These decisions sit at the level of design architecture rather than tools, and they tend to persist across systems.
Assessment is a good example. Whether assessment is primarily formative or summative, whether learners are given opportunities to practise without penalty, how feedback is structured and timed, these are design decisions that determine the depth and durability of learning. An LMS may constrain how assessment is implemented, but it rarely determines the educational intent behind it. As I’ve discussed elsewhere in relation to impact and evaluation (Measuring the Impact of Learning Programs), assessment design shapes not only what can be measured, but what learners are encouraged to pay attention to in the first place.
In many learning environments, however, the availability of formative assessment is constrained not by pedagogical intent but by infrastructure. Where platforms foreground summative assessment and rely on external systems for practice and feedback, opportunities for low‑stakes experimentation become harder to design and sustain. Over time, this influences not only how assessment is delivered, but what kinds of learning designers feel able to propose in the first place.
Feedback is similarly influential. Automated feedback, peer responses, tutor commentary, reflective prompts, each carries different cognitive and motivational consequences. Technology choices influence how scalable or sustainable these approaches are, but the learning effect depends on the intention behind them. An LMS that supports granular feedback does not guarantee good feedback; it simply makes one design choice slightly easier.
How learning content is structured and revisited over time also matters. Is learning designed as a linear sequence that disappears once completed, or as a resource learners can return to, build on, and reinterpret over time? Decisions about versioning, access, and content permanence shape how learning fits into real working practice. Content structure is also shaped by what platforms make easy or difficult to author. When structured elements such as tables, extended explanations, or layered descriptions cannot be created natively, they are often replaced with static alternatives or external links. These choices may solve an immediate problem, but they reduce flexibility and accessibility over time. What begins as a technical workaround can gradually harden into a design norm.
Data use is another area where design decisions outweigh platform capability. Dashboards and analytics are only as meaningful as the behaviours they represent. Choosing what to track, how to interpret it, and how it feeds back into design is a learning design responsibility, not a technical one. While platforms can support or hinder accessible practice, the most significant decisions relate to content formats, interaction patterns, and assumptions about how learners will engage. These choices are inherent to design thinking, not technology procurement but when accessibility features depend on external documents, parallel systems, or additional navigation steps, the learning experience becomes more fragile, particularly for learners studying under constrained conditions or using assistive technologies.
Focusing exclusively on the LMS risks obscuring these deeper influences. It can also lead organisations to invest heavily in platforms while underinvesting in design capability. Learning quality emerges from the alignment of objectives, activities, feedback, and context. Technology mediates this process, but it does not replace it. For learning designers, reframing technology conversations around these decisions is a way of reclaiming professional expertise. The LMS matters, but it is rarely the most important factor shaping learning. What matters more is how technology choices are used, intentionally or otherwise, to support thinking, practice, and change over time.
