The problem with gamification is that it often succeeds exactly as intended.
Under favourable conditions, many gamified learning experiences deliver exactly what they promise. Learners return more frequently, activities are completed more consistently, and participation becomes more visible across the learning environment. These outcomes should not be dismissed. For learning designers grappling with low engagement, an increase in participation can appear both desirable and defensible.
Yet participation has always been a fragile proxy for learning, and gamification exposes that fragility particularly clearly. The increase in participation matters, but so do the conditions that produced it. Gamified systems encourage behaviour through particular incentives, pressures, and expectations. Whether those conditions remain robust once learner variability becomes visible is often less clear.
Participation Is a Real Design Problem
It is easy to caricature gamification as a superficial attempt to make learning feel more entertaining but, in practice the motivations behind it are often more understandable.
Learning designers frequently encounter genuine participation problems. Learners disengage from self-directed and social learning activities leaving optional resources and discussion boards untouched. Learning that depends upon sustained interaction struggles to gain momentum.
Under these conditions, the appeal of gamification is not difficult to understand. If participation matters, and participation is low, increasing participation seems like a reasonable and defensible objective. The complication is that gamification increases engagement through specific mechanisms.
A leaderboard relies upon comparison. A timed challenge relies upon urgency. Participation increases because the design introduces incentives, expectations, and pressures that encourage learners to act differently. The additional activity comes from somewhere.
That matters because these mechanisms are not neutral. They rest upon assumptions about motivation, participation, and what learners will find encouraging rather than discouraging. Those assumptions can appear entirely reasonable until they encounter learner variability. Once they do, the limitations and trade-offs within the design become more visible.
A feature that successfully increases participation under opportune conditions may do so less consistently once learners begin engaging with it under different circumstances. The increase in activity remains visible, but the conditions that produced it become harder to ignore.
This is where the discussion moves beyond the familiar observation that engagement is not the same as learning. The challenge for learning designers is understanding what else is being introduced alongside that engagement. Incentives, urgency, competition, visibility and continuity are not simply techniques for increasing participation. They shape the conditions under which learning takes place, often in ways that become visible only when learner variability enters the picture.
What Has to Be True for Gamification to Work?
Much of the enthusiasm surrounding gamification focuses on outcomes rather than assumptions. Completion rates rise, activity increases, and participation becomes more visible. The mechanisms that produced those outcomes often receive less attention.
The assumptions become easier to see in something as commonplace as a progress bar. Compared with leaderboards, streaks, or badges, it appears relatively benign. It simply makes progress visible. For many learners, that visibility is genuinely helpful. It can reduce uncertainty, provide a sense of direction, and make a large body of learning feel more manageable.
Yet a progress bar is doing more than displaying information. Part of its effectiveness comes from the assumption that learners will respond positively to seeing completion accumulate. The visibility of progress becomes a motivational tool as well as a navigational aid. Progress is being represented in ways intended to encourage further participation rather than simply occurring.
Under the right conditions, these assumptions may hold perfectly well. The mechanism achieves exactly what it was designed to achieve. More importantly, its success can appear self-explanatory because the assumptions underpinning it remain largely invisible.
This is one reason gamification can attract such confident claims. When the desired behaviour increases, attention naturally gravitates towards the mechanism that appears responsible. The conditions that allowed that mechanism to succeed often receive less scrutiny. Success becomes evidence that the design worked rather than an opportunity to examine what had to be true for it to work.
Accessibility Changes the Question
Accessibility changes how that success should be evaluated.
A progress bar may appear straightforward when viewed through the lens of average participation. The picture becomes more complex once learner variability is treated as a normal design condition rather than an exception.
A learner with consistent study routines may experience visible progress as reassuring. Another balancing caring responsibilities, fluctuating health, competing priorities, or interruptions to study may encounter the same feature differently. Progress that appears motivating in one set of circumstances may function as a reminder of delay or interruption in another.
Nothing about the feature has changed. What changes are the conditions surrounding its use.
Accessibility therefore becomes a proof of design. Not because it reveals whether learners can technically access a feature, but because it reveals whether the assumptions embedded within that feature continue to hold under real conditions.
The question is no longer simply whether participation increased. It is whether the conditions relied upon to produce that participation remain defensible once learner variability is treated as a fundamental characteristic of learning rather than an edge case.
The Judgement Problem
Accessibility does not provide a simple answer to the questions raised by gamification.
A progress bar may support orientation, reduce uncertainty, and encourage persistence. Under many conditions, those outcomes are entirely desirable. Equally, the same feature may create unintended pressure for some learners or reinforce assumptions about participation that do not hold consistently under real conditions.
The existence of these tensions does not automatically make the progress bar inappropriate. In many contexts, it may remain entirely defensible, but it does leave learning designers with a challenge that cannot be resolved through a framework, metric, or design pattern alone. Low participation remains a genuine problem and accessibility remains a genuine responsibility. Neither disappears because the other exists.
It is tempting to see this as a technology problem rather than a design problem. A sufficiently flexible learning platform might allow progress indicators, rankings, notifications, or other gamified features to be enabled, disabled, or personalised according to learner preference. There is value in that flexibility, particularly where it increases learner control. However, the availability of options does not remove the underlying judgement.
Someone still has to decide which features are offered, which are enabled by default, what assumptions sit behind them, and what forms of participation are being encouraged. The platform may create more room for accommodation, but it does not eliminate the design decisions that shape the learning experience.
The task is therefore not to identify whether gamification is good or bad, but to exercise judgement about which mechanisms are appropriate, what assumptions they rely upon, and whether those assumptions remain defensible given the learners, context, and constraints involved.
That judgement becomes particularly important when engagement data begins to accumulate. Increased participation may indicate that a design is functioning as intended. It does not tell us whether the conditions that produced that participation were equally supportive for all learners, nor what meaning learners ultimately made from the experience.
The Limits of Engagement
Under favourable conditions, gamification can increase participation. The evidence for that is neither surprising nor controversial.
The more significant limitation lies in what participation can tell us about learning.
Engagement data can show that learners returned, interacted, and completed activities. It provides only limited forms of inference about what they understood, retained, or found meaningful.
Gamification therefore occupies a familiar position within learning design. Its value lies less in whether it works than in the conditions under which it works, for whom, and what can reasonably be claimed from the evidence that follows.
